Rick Publicover is the Executive Director with the BC Council on Substance Abuse.  He was born and raised in Burnaby until graduating from UBC with a Bachelor of Science in Forestry.   
        
    
 He resided in Prince George from 1978-1980 before moving to Fort Nelson for 21 years.  Rick moved to Valemount in 2001.  Rick has a daughter, Terri, currently attending high school in Whitehorse and a step-son, Ray, who is at the University of Alaska-Fairbanks.
 

 


  The BC Council on Substance Abuse is a not-for-profit partnership between employers, labour and the RCMP that recognizes that substance abuse issues in the workplace need to be dealt with differently.  The Council offers workplace training for supervisors and employees to enable them to be proactive in recognizing the signs and symptoms of substance abuse.

Their goal is to encourage a workplace free of substance abuse, to provide help where it is needed and not to moralize about substance abuse.  The Council office is located in the RCMP North District office at 4020 5th Avenue in Prince George.  Founded in 1991, most of the Council’s members are Northerners.

Their membership includes workers from a wide variety of industries such as oil and gas, sawmills, transportation, health, counselling and more.



  The Council is hosting its seventh biennial conference October 26-27 in Prince George at the Civic Centre.  The ActionNorth 2006 Conference is titled: “Partnerships in Prevention, Early Intervention and Treatment” and is designed for both private and public businesses across Canada.

Central themes include: prevention, early intervention and treatment; challenges and solutions for young workers; access to experts and resource materials on substance abuse; networking opportunities and professional development.  The conference will appeal to anyone interested in promoting a healthier, safer workplace, community or family.  For more information about the conference or to become a volunteer or sponsor visit www.actionnorth.net.
